Militants fire at army convoy, no casualty
ITANAGAR, Nov 4: A convoy of the Army's 4 Rajput Regiment was today ambushed by unidentified militants in Longding district of Arunachal Pradesh but there was no report of any casualty.
The militants exploded a bomb before firing at the army vehicles along the Longding-

BJP leaders rush to Delhi over merger rumour
ITANAGAR, Nov 4: The Arunachal BJP candidates who unsuccessfully contested in the last assembly election recently met national BJP president Amit Shah at Delhi and expressed concern over the alleged rumour of possible merger of present Congress government with the BJP. The BJP leaders submitted a memorandum to party president and stated that such move will dishearten the existing party workers.
“It is in the air in Arunachal Pradesh that the ruling Congress (I) Govt is merging with the Bharatiya Janata Party. We do not know whether it is a fact or rumor but the gossiping has given us and our supporters sleepless nights. The persistence pressure put on us by our supporters has compelled us to come down to New Delhi and apprise you about our impending condition. We do not have any answer when our supporters ask us what would be our fate in case our rival candidates joined BJP,” the leaders wrote in the memorandum. Further it read, “We believe that BJP under your able leadership will take into consideration the fate of thousands of BJP party workers of Arunachal Pradesh. We also believe that the BJP in Arunachal Pradesh has the capability to form the Govt. in the state with our own strength and hard labour.”
While Congress did not give any official reaction in this regard, however, in private the party leaders thrashed such rumour and alleged that whole drama has been concocted by BJP to destabilize the state government.
Centre to release fund under RGKA

NEW DELHI, Nov 04: Union MoS (Independent charge) for Sports & Youth Affairs, Skill Development & Entrepreneurship Sarbananda Sonowal today announced to release Rs 1.85 crore per block under Rajiv Gandhi Khel Abhiyan (RGKA) to Arunachal Pradesh.
His announcement came in response to the plea of state’s PWD Minister Gojen Gadi, who called on him in his office to discuss strategies and fund allocation for encouraging the hidden talents of the state in the field of games and sports. He also assured that all blocks of Arunachal Pradesh would be covered under RGKA within the next five years.

Speaking about the film, Aham said that the film is different from conventional Bollywood films and promises of realism with a universal appeal.

Kense while expressing excitement for the venture informed that it is her first film. Amazed by the magnificent beauty of the locations in which the film is to be shot, Kense said that the Northeast is endowed with scenic beauty but not much focus has been put towards it in terms of film making.

AAPSU reacts to allegation, few students claim everything is alright
ITANAGAR, Nov 4: The All Arunachal Pradesh Students Union (AAPSU) has reacted to the allegation leveled by parents of some of the students who had opted for free education under Dr. YSREWF in collaboration with AAPSU. In a statement, AAPSU General Secretary Biru Nasi clarified that AAPSU is fully committed towards fulfilling its promise of providing free education to the poor students of Arunachal Pradesh.
“It is true that affiliation of some the colleges under YSR were withdrawn but they always had AICTE approval. Their affiliation was cancelled by the new govt. of Telangana. However the colleges knocked the door of High Court and they won the case. Yet the state govt. was reluctant and finally they had to move the Supreme Court and the Apex court gave them justice. In the meantime, while the case was going on we couldn't risk the careers of the students and immediately shifted them to those colleges which had all affiliations namely Ellenki College of Engineering & Technology, KG Reddy College of Engineering, Bandhari Srinivas Institute of Technology (BSIT) and MNR College of Medical Science,” stated AAPSU General Ssecretary. The AAPSU claimed that even before shifting the students they had a meeting with all the students and asked them to make their choice and preference.
“We had also agreed to repay those students who wanted to leave. For those students and parents who still have faith, I can assure them that the students wouldn't face any problem in their academic career. The classes are in full swing and we have made the students even accessible to the college management,” claimed Nasi.
Some of the students who are staying outside have themselves opted to stay out of the hostel despite hostel facilities being provided to them. Earlier, the lateral students of BSIT College had asked for permission to stay outside but we denied as we couldn't take the risk of their life and property outside. But since they had protested the decision we had to yield to their demands. Presently they are staying outside and half of their hostel fees have been refunded and the rest will be refunded by 15th November. However we will still be looking after their academic, library and tuition fees. The representatives of AAPSU are constantly in touch with the students, the union added.
While clarifying about allegation of misusing of the fees, the AAPSU stated, “Here it is to be noted that the total amount that we had asked for was Rs.25000 as registration fee which we have completed and Rs.60000 as hostel fees which was to be refunded at the completion of the course. However, taking in consideration the economic background of the families we had asked them to pay in installments and till now majority have yet not paid but still we haven't forced the students.” The union has urged the agitating parents and students to stop spreading rumours and understand the pain and trouble they are taking for the students. They also assure that even though there are certain problems but it will be resolved soon and future of students will never be compromised.
Meanwhile, three students selected under the said scheme in a separate release claimed that they have comfortably settled at K.G.R.C.E.T College. “We did face problems at first but the situation is stable right now. We, 26 students have been admitted to K.G Reddy College of Eng. & Tech and have got our respective registration numbers too. We are comfortable in our hostel with no more than 4 students in each room. AAPSU leaders are in touch with us and they are concerned about us and respond to our problems,” the three students namely Lokam Kiochak, Chello Gunia and Nabam Tatung stated in a release.

ITANAGAR, Nov 4: At a time when the state government is talking about overhauling the education system, many government run schools of the state are still struggling for basic infrastructure. The government middle school located at ESS sector Itanagar is facing multiple problems due to poor infrastructure. The walls of class room have been badly damaged and are in dilapidated condition. As winter approaches, the students are bracing themselves for tough time as cold breeze easily passes through due to the pathetic condition of class room.
Adding to the woes, the school does not have a proper boundary wall. Owing to it, the moment night falls the school campus becomes the centre of all the wrong doing. Drug addicts turn into the campus as their hang out zone. Ironically the said school is located at a stone’s throw from the offices of the directors of elementary, school and higher & technical education. If the government school situated in the heart of state capital is in such dilapidated condition, one can only imagine about the condition of the govt. schools in interior parts of state.

Arunachalee rubber growers gain knowledge from exposure visit

The objective of the tour was to give exposure to rubber farmers of the state so that they could take up rubber cultivation in their respective feasible areas in a more feasible way. The broader objective was to prepare the interested rubber growers technically equipped for availing Chief Ministers’ Mission Mode Project on Rubber Plantation more successful and self sustenance way, informed Tokong Pertin, Director Trade & Commerce.
The team visited the rubber plantation areas of Goalpara and Bongaigaon districts of Assam. The team visited one Ghengamari Rubber Growers Society at Agia in Goalpara district with plantation area of 12.66 hectares which are owned by 53 small and marginal farmers. The team also visited another society called “North Salmara Rubber Producers Society” in Bongaigaon district. The society was established on 2002 and has, at present, 352 members out of which 172 are having production gardens.
The visiting team was impressed by the self sustained functioning of the society as small and marginal farmers of the area have formed together into a strong society which is quite effective in management and marketing of the products.
The representatives of the society informed that they do not find any difficulty at all for marketing of their products, because they do not need to go to market for sale of their products, rather, the dealers come to their gardens. Since the society has bulk of products at their disposal it is always advantageous for the society to call the shots. Even if no dealer comes forward, then there is a company called “M/S Monimalayar Rubber Private Ltd” functioning under Rubber Board of India is always ready to buy the products at the prevailing approved rate. Hence, through the formation and registration of society (SHG) the interests of the marginal farmers could be protected from the exploitation from the middlemen/broker which is quite common in any other business.
Rubber Board provides many incentives and benefits to such registered society like processing centre, smoke house, training of growers at the door steps, setting up of training hall etc, Pertin informed.
While selling of the products, the society need not to pay any taxes, whereas the dealer/company has to pay all the required taxes, hence maximum protection/relaxation is ensured to the small and marginal farmers if formed into a society and registered under Rubber Board, he said.
The visiting team felt that they could also form society in their respective places and get registered under Rubber Board in order to avail all the benefits and incentives from the Rubber Board of India.

ZIRO, Nov 04: To send a message of urgency to bring back the lost glory of the Government Higher Secondary School, Ziro (GHSSZ) and also to draw the attention of the alumni, NGOs, civil societies, the SMILE Ziro, a Ziro based NGO has repainted the entrance gate of the school today.
The GHSSZ which was one of the most popular Higher Secondary School in the State has come down to its lowest ebb over the period of one and half decade in respect to its physical infrastructure and quality of education. We have repainted the gate so as to draw attention of general public, NGOs, Govt. and also to create a strong feeling for rejuvenation. Making the entrance gate a fresh look will indicate just a gesture of initiative to bring back the dignity of the school, said Dr. Nani Tamang Jose, chairman SMILE Ziro.
Be late than never, it’s high time we have to bring its past glory back’, he said and appealed civil societies to extend their helping hands to school authority and the district administration as and when necessary.

Tourism dept imparts training to 500 youths under HSRT prog
ITANAGAR, Nov 4: The state Tourism department has successfully achieved its given target by imparting training to 500 youths of the state under Hunar Se Rozgar Tak (HSRT) programme initiated by Ministry of Tourism, Government of India.
Addressing a function on successful completion of 5th batch of training for 100 youths under the scheme here at Tourism Directorate this afternoon, HSRT master trainer S S Kar, who is also manager of Donyi Polo Ashok said the programme is an initiative to create employable skills amongst the unemployed youths belonging from economically weaker strata of the society.
Informing that the trainings were related to hospitality trades such as food production, food & beverages service, house keeping, bakery and patisserie, he told that due emphasis were given on improving their attitudes and behaviour in order to enhance their market acceptability under the guidance of HSRT nodal officer Bengia Manna Sonam.
The placement opportunities are being facilitated by the department and some passed out participants of the programme have been employed in various hotels and restaurants in Capital Complex, Kar added.

BJP leaders allege mass political transfer and posting
ITANAGAR, Nov 04: The Bharatiya Janata Party (BJP) leaders of Arunachal Pradesh have alleged that the Congress Government in the state of indulging in mass transfer and posting of Govt. employees on political ground.
In their letter to the party’s national president Amit Shah, the BJP leaders, who contested in the last assembly election, claimed that over 500 teachers, who had supported BJP in the election were transferred which is a matter of grave concern.

Minister seeks cooperation for improvement in Education sector
PASIGHAT, Nov 4: The education sector is passing through a bad phase so all should join hands to sail over the crisis, said Education Minister Tapang Taloh today. The government is working for the welfare of the teachers and therefore the teachers in turn should realize their responsibilities and work with more dedication and missionary zeal, the Minister said adding literacy rate of the state should be raised.
The Minister was addressing the gathering of teachers, Govt officers, public leaders, students and villagers at the golden jubilee celebration of the Ngopok Upper Primary School.
Teaching is a noble profession and all should maintain its dignity, he said adding that positive and right thinking would create suitable atmosphere for development and all should resolve to lift the society.
Giving a defensive statement regarding recent transfer and posting of teachers, Taloh said before finalizing new roadmap for the education department, he undertook intensive tour in order to assess the ground level situation of the schools in remote areas and held open discussions at length with the people of all sections of the society. Taloh claimed that it as a revolutionary step under education policy and further informed that the decision had come across over several layers of screening committees.
For East Siang district in particular, Taloh asserted that before taking the decision, a consultative meeting was convened which was attended by officers of the department and ZPMs. “Unfortunately teachers of the district opposed the move. They should have thought about the welfare of thousands of our children who were waiting for long for teachers in their respective schools, located in remote areas or in the other districts like Upper Subansiri, Anjaw, East Kameng, Kurung Kumey, Tirap, Changlang etc. However, overwhelming response and support have been received so far across the state and being the minister of the department he would do his best to honor the responsibility entrusted upon him by the people to bring radical change in the society and eradicate students’ sufferings”, he said. He would do right thing in right time to achieve the success, Taloh affirmed and sought cooperation of teachers, students and NGOs towards policies of the government for the benefit of the deprived sections of the society.

APFPA resents decision of dropping football event
ITANAGAR, Nov 4: The decision to exclude Football event from the forthcoming National Level North East Sports Competition to be held in Itanagar under the Rajiv Gandhi Khel Abhiyan (RGKA) from December 10 to 13 has been strongly criticized by the football lovers of the state. Representatives of Arunachal Pradesh Football Players Association (APFPA) lead by president Kipa Takum today called on Director of Sports & Youth Affairs and registered strong protest against the move. After hectic parley, the director agreed to put up the file in this regard and said that government will take final call on the matter.
On his part, the director told the members that due to paucity of funds and accommodation problem they have dropped the football event. However questioning such logic, APFPA stated that department is doing great disservice to the people of NE region by excluding football. “Everyone knows that football is the most popular game in the whole of North East. It is evident from amount of interest Indian Super League football tournament has generated among NE people. No amount of argument can justify such illogical move of the department,” said Takum. He further added, “In the CM’s trophy which is being organized throughout the state, football and volleyball are the only two events. The National Level North East Sports Competition would have been an ideal tournament to unleash the talent tapped from CM’s trophy. If we don’t provide such platform to the budding footballers of the state, then all the hard work of CM’s trophy will go waste,” the AFPA president. The association has made fervent appeal to the state government to include football event in the coming North East Sports Competition in the greater interest of the football lovers of NE region.
ACS urges Centre to speed up infra dev. along border

House gutted at Rayang village

RUKSIN, Nov 04: A dwelling kaccha house of one Tajing Padung of Rayang village near Ruksin was completely burnt down in a devastating fire that broke out last midnight.
The fire which broke out at around 3 am engulfed the entire house within no time and completely devastated all household items. However, value of the properties lost in the fire is yet be ascertained.
Fortunately, there was no report of any casualty or injury and the cause of the fire is yet to be known.
Meanwhile, Ruksin SDO (C) and the Circle Officer with police have visited the spot and took stock of the situation.
The local authority has announced Rs 3000 as emergency relief to the affected family.
AAA to conduct selection trial

AAPLU district unit conducts awareness camp

Exposure tour for SHG members

The programme was conducted for building capacity of SHG members and understanding the function, role and responsibilities of SHGs.
The main objectives of the programme were to create awareness among SHG leaders on salient features of NRLM, to build the capacities of SHG leaders on accounts and book keeping, to enhance the leaders on effective group management for sustainability, to create awareness among leaders on SHG federation of different levels.
The training motivated the SHG leaders to develop alternative livelihoods, improve alternative employment opportunities and initiate small enterprises. The SHGs were also provided new avenues to the diverse livestock–rearing and farming by sustainable livelihood systems based on the locally available resources.
With this, the first phase training of all seven intensive block SHG members has been completed, informed the Chief Executive Officer of State Rural Livelihoods Mission.

Govt land encroachment alleged
DAPORIJO, Nov 04: Village of Daporijo Township Area Welfare Association (VDTAWA) has brought to the notice of the authorities that some individuals and groups have encroached upon the veterinary fodder grazing land at Daporijo, which was earlier earmarked for the proposed Mini Secretariat of the District Administration.
Expressing their resentment over this unauthorized encroachment, the Association stated that the land should be used to build common public utility infrastructure like the much needed District Central jail here.
Attention was also brought to the pitiable condition and encroachment of the burial cum cremation ground at Daporijo.
Expressing resentment over the encroachment, the association lamented that that the cultivable ancestral land that they had donated with the expectation of the growth of a well panned town had not materialized.

Apropos to the appeal made by the APCC President regarding awarding of contract works to local contractor, civil works upto Rs.20.00 lakh be executed through all registered contractor of appropriate class within the jurisdiction of Anchal Samiti Block, above Rs. 20. 00 Lakh and upto Rs. 1.00crore within Zilla Parisad Block, above Rs. 1.00crore and upto Rs. 5.00crore within the Assembly constituency, above Rs. 5.00crore and upto Rs. 10.00crores within the district and above Rs. 10.00 crores and upto Rs. 50.00crore within the State. Above Rs. 50.00crore it should be opened to all. State like Sikkim is successfully implementing their projects in this manner, same may be adopted in our state to engage our local contractors who have registered their firm with the authority concerned after paying requisite fees of registration but not getting any projects for implementation. It is also seen that tendering system is not done as per rules, work already executed is regularised by tendering in later stage in order to get fund released from Centre govt as fund released is subject to tendering of projects.

From the desk of your esteemed daily, I would like to bring to the notice of all concern that efficient officers who dedicate and risk their life for betterment of others are never appreciated. Instead the corrupted ones are appreciated.
A.Mondal (SI) incharge of Jang police station (Tawang) solved the Murder case of Jang within a very short stipulated time of 10 days by tracing the murderers from interior place of Assam by risking his life. But I came to know that he was neither appreciated by senior officers nor by the public in general. Such honest and dedicated govt. servant should be appreciated and rewarded so that they can be encouraged to do better in future for the betterment of all sentient beings.
